I spent like all day grinding in Emerald and I'm only up to 25/39 for Roxanne. I think the main problem is just that the very start of the game isn't good for grinding because wild pokemon just don't give enough experience. The most I can get right now is about 73 from an Abra, which obviously will always try to teleport away. After Roxanne things should pick up, there'll be wild pokemon that give a real amount of experience and more trainers to fight. I think Match Call should allow rematches right away, I'm not super familiar with Emerald. Trainer's Eye in Ruby/Sapphire only starts offering rematches after you beat Norman, but that might be different with Match Call? I'm not sure.
